Horizontal mouse wheel scrolling amount (bug#43568)

* lisp/mwheel.el (mouse-wheel-scroll-amount-horizontal): New defcustom.
(mwheel-scroll): Use it.

* doc/emacs/frames.texi (Mouse Commands): Update doc about horizontal
scrolling step.
